Carter CLOPTON Obituary

CLOPTON, Carter Carter Belle Munt Williams Clopton died on the morning of December 13, 2017 at Brookdale Spicewood Springs Senior Living Center at the age of 101. Carter was born on July 18, 1916 in Petersburg, Virginia to Irving Christian and Lula Claborn Munt. With her larger-than-life personality and strong character, Carter became one of the first women to work in an Executive Director role at the Texas State Capitol and a nationally recognized expert on state programs for the aging. She will be deeply missed. After attending Petersburg High School, Carter graduated from Longwood College in Farmville, Virginia with a Bachelor of Science in Education. She returned to Petersburg HS to teach English, Latin, and Government with, as she put it, "those same old teachers that had taught me." She married Fred Williams who was killed in WWII. Several years later, Carter moved to Austin after marrying Julian Clopton in 1946. "As a native Virginian who married a native Texan", Carter experienced culture shock in Texas, but, with her ample charm and humor, she made friends readily and became a devoted member of Austin's Junior League and St. David's Episcopal Church. In 1957, Carter's husband Julian passed unexpectedly, but Carter persevered. With her sister, Louise Munt joining her in Austin, Carter began working at St. David's Church, coordinating a seniors' program on Thursdays. After taking a temporary position with a special session of the Texas Legislature, she became the Coordinator for Aging Services under Governor Price Daniels and went on to serve as the Executive Director for the Governor's Committee on Aging under Governors John Connally and Preston Smith. In this capacity, Carter wrote and implemented Texas' first state plan for aging; helped pass legislation advocating for the elderly, including bills that created driver refresher courses and reduced bus fares for Texas seniors; and acted as the State Coordinator for the White House's Conference on Aging. Carter later served as a Consultant for Aging Programs at the Texas Department of Mental Health and Mental Retardation. After retiring, she created and coordinated "On the Road Again," a weekly ministry group that served seniors at St. David's Church for ten years. And her talent for bringing people together even continued in her later years. She was reported to be "the life of the party" at Brookdale Spicewood Springs Senior Living Center, where she lived the last nineteen years of her life. Carter is preceded in death by her husband Fred Williams, her second husband Julian Campbell Clopton, Jr., her son Julian Campbell Clopton, III (died as an infant), her brother, Irving Christian Munt, Jr., and her sister, Mary Louise Munt. She is survived by her daughter and son-in-law Randy and Bill Race; her three grandchildren Josh Wallenstein and wife Luciana, Eric Wallenstein and wife Erica Lies, Ryan Race and wife Ashley, her great grandson, Noah Wallenstein, her 97 year old brother, Frances Randolph Munt, and many nieces and nephews. The family would like to thank the staff and caregivers of Brookdale Spicewood Springs for their many years of love and support of Carter Belle. A memorial service will be held at St. David's Episcopal Church, 7th and San Jacinto, Saturday, December 16, 2017 at 2:00 p.m. Memorial donations may be made to St. David's Episcopal Church, 301 E. 8th Street, Austin, TX 78701, or the charity of your choice. Ann and I were in Austin visting Martha Greenhill when we learned that your mom had died. She was a wondeful lady and we wish we could have been in Austin to attend the service at St. David's.

Randy- so sorry to lose her even at 101. After our last class reunion, Jack Fisher and I dropped by and visited with her. She was her old self, full of laughter and great stories. I have so many wonderful memories of her on family trips and lake outings. Our prayers are with you and your family.
