I worked for Mr. Oakman in the Reserve Office, Government Island, Alameda, CA. My recollection is his organized presentation through the use of a leather binder to keep his 'to be done in priorities'. He was a good officer to me, and approved my application to participate in the 'Chiefs Exam". Sorry to hear he has gone.

Cathy.
Delores and I have just learned of Jays passing (August 2016). As you know, Jay was a dear fr1end and USCG colleague. Jay was a mentor to many young Coastguardsmen and for that I'm sure he'll be fondly remembered. You are in our thoughts and prayers.
Warmest regards,

Gerald P. Fleming, CAPT USCG (ret) &
Delores Fleming
