Chip was an old friend of mine from law school. I looked him up today on the State Bar website to get his phone number (which I had misplaced) and learned that he had passed away. It is very sad. We had spoken last year and agreed to get together the next time that I was in the Ojai area, but it never happened. The Chip that I knew, in spite of the depression that he was very open about, was very warm, intelligent, intellectual, down to earth, and thoughtful. I still remember great salmon and halibut meals that we had together years after law school, and Chip bringing me back salmon from one of his many trips to Alaska, because he knew I liked it so much. It is very hard to understand why someone who made everyone happy around him could not be happy himself, despite many tireless efforts. I will not forget him.

Chip's comeraderie and sophisticated insights on fishery management issues that he shared at Pacific Fishery Management Council meetings will always remain among my fondest memories of the Council process. Rest in peace, Chip. We miss you. Stephen Stohs

I met Chip in the early 2000s when he helped the Pacific Fishery Management Council develop its fishery management plan for highly migratory species, which includes albacore tuna. Always a gentleman, Chip was very thoughtful and often helped those expressing polarized points of view find a middle ground. I am saddened by his passing and extend my condolences to his family and loved ones.
