Elma Bernard Rubio, 60, graduated to heaven on February 20, 2026, in San Angelo, TX after a lengthy battle with numerous health issues. She was born on February 15, 1966, in Monahans, TX to Rogelio "Roy" Franco Rubio and Elodia (Bernard) Rubio. She was raised in Jal, NM and Midkiff, TX. Elma went to elementary school in Jal, NM and Jr. High and High School in Rankin, TX where she graduated in 1984.
Elma established a 27-year career as a 911 Operator and served the City of San Angelo, TX and the City of Midland, TX in that capacity. She received numerous awards and accolades during her distinguished service career before she became disabled in 2021. She loved working with First Responders and cherished the friends she made during her career.
Elma loved doing things for other people, especially when they didn't know it. She would listen to people and hear something they needed or something they liked and then she would just send it to them. Giving gave her great joy.
Elma loved all her family. She cherished her mother and father, siblings and families, aunts, uncles, and cousins. Formally, she had two children, seven grandchildren, and two great grandchildren. Informally, she "adopted" numerous others as her children and grandchildren. Elma always had enough love to spread around.
Elma is preceded in death by her father, Rogelio "Roy" Franco Rubio, and her grandson, Isaiah Rubio.
Elma is survived by her son, Marcus Aaron Rubio (Tory) of FL, daughter Brittany Etherton (Jason) of Odessa, TX, her mother, Elodia Rubio of San Angelo, TX, her siblings, John Rubio of Temple, TX, Estela Andrews (Chuck) of Norman, OK, Raoul "Rebel" Rubio (Mary Lee) of San Antonio, TX, and Robert Rubio (Elva) of San Angelo, TX, her grandchildren Tristan, Jacob, Trinity, Jimmy, Alexia, and Brooklynn, and two great grandchildren, Stetson, and Maverick. Numerous nieces and nephews, aunts, uncles, cousins, and extended family.
Arrangements were under the direction of Johnson's Funeral Home of San Angelo, TX. A Memorial Celebration of Life was held in San Angelo, TX on February 21, 2026. The family would like to thank the House of Hope San Angelo for allowing the service to be held there.
