Born on March 5, 1963, in Reading, Pennsylvania, Kathleen was the daughter of the late Doris Mae Hall/Bates and Richard George Bates. She grew up alongside her siblings—Richard S. Bates, Carol L. Moyer, and Scott A. Bates—forming bonds that would remain strong throughout her life.

Kathleen was known for her unwavering dedication and integrity. A hard-working and trustful individual, she approached life with a deep sense of care and responsibility. Her warmth and compassion touched many who had the privilege of knowing her.
