Rose was born on May 1, 1933, in Les Touches-de-Périgny, France, to Moise Rougeon and Yvonne Touvron. She grew up in France with her father during the war. In her twenties, she met Bill Gartner, a member of the U.S. Army; they married, and she subsequently moved with him to the United States.
Throughout her life, Rose maintained a deep love for language, history, and traditional values. As an adult, she nurtured these passions as a member of the Alliance Francaise, where she took great pride in celebrating and sharing her French heritage. She retired from the Justice Department in Washington D.C. after twenty years of service. She then moved to Newport News, Virginia.
She was preceded in death by her husband, William H. Gartner, with whom she shared a loving family. Rose is survived by her devoted children: her daughter Mimi and Mimi's wife Jodi; her sons Karl, Chris and his wife Adrienne, and Steven and his wife Theresa. She is also survived by her cherished grandchildren, Samuel, Brad and his wife Samantha, as well as her beloved great-grandchildren, Amarah Rose and Sylvannia Marie.
Rose was a steadfast presence in their lives—a source of encouragement, wisdom, and unconditional love. Her family remembers her as compassionate, thoughtful, and deeply proud of each of them.
Those who knew Rose will remember her as a woman of quiet strength, elegance, and kindness. She valued family above all else, cherished her cultural roots, and approached life with resilience and grace.
Rose Gartner's legacy lives on through the family she cherished, the career she dedicated herself to, and the many lives she touched along the way. She will be deeply missed and lovingly remembered.
