Stephanie Ann Kappos (Frogue) was born on August 26, 1952, in Bakersfield, California, to William Hamilton Frogue, Jr. and Stella Marie Kappos. She passed away peacefully on February 5, 2026.
Stephanie grew up in Stockton, California, and graduated from A.A. Stagg High School in 1970. She continued her education at California State University, Sacramento, and spent a year abroad studying German at Heidelberg University. She also attended school in Guadalajara, Mexico, where she completed an intensive Spanish language program, before earning her teaching credential in 1976.
She began her professional career as an educator, teaching in Monterey County for 16 years. Guided by a deep commitment to learning and service, Stephanie later returned to school to pursue a law degree. After being admitted to the California State Bar in the mid-1990s, she practiced law until her retirement in 2021.
As the granddaughter of Greek immigrants, Stephanie remained actively involved in the Greek Orthodox communities of Stockton, Elk Grove, and Sacramento, participating in professional, philanthropic, and social organizations.
Stephanie's life was marked by intellectual curiosity, perseverance, and a lifelong dedication to education and justice. Her academic and professional accomplishments remain a meaningful and enduring part of her legacy.
