Tammy Carter Brown

1968 - 2026

Tammy Carter Brown, 57, of Stuart, Virginia, passed away on April 10, 2026.

Tammy was born on July 10, 1968, in Tampa, Florida, and grew up in Bristol, Tennessee. She was preceded in death by her mother, Phyllis Jean Foxworth.

She is lovingly survived by her partner, Michael Brosemer; her father, Kenneth Wayne Foxworth; her children, Casie Biers (Daniel Rogers), Donna Biers (Tyler Phillips), and Darien Loftheim; her grandchildren, Thomas Biers (Amaria Lucas), Ava Biers, Maeve Phillips, Keagan Rogers, and Camden Phillips; and her great-granddaughter, Sienna Biers. She is also survived by her siblings, Kenneth Foxworth, Donna Foster, Tim Foxworth, James Foxworth, and Angel Sinclair, along with a large extended family of nieces, nephews, great-nieces, great-nephews, and many dear friends who loved her deeply.

Tammy spent many years running multi million dollar resorts to owning a business in telecommunications, but her true calling in life was helping others. She had a generous spirit and a natural ability to make everyone feel cared for and welcomed.

She had a deep love of learning and was always eager to share her knowledge—often surprising others with interesting facts at just the right moment. Tammy enjoyed gardening, fishing, and watching documentaries by Sir David Attenborough. She especially cherished time spent with her family, sharing stories from her childhood—stories that became even more meaningful and joyful when told alongside her siblings.

Tammy was the heart of every family gathering. She loved bringing people together, often hosting and preparing new and creative recipes for her loved ones to enjoy. She took great joy in spoiling her grandchildren and creating lasting memories with them.

A devoted animal lover, Tammy trained her service dog, Blue, whom she loved dearly and who brought her great comfort and companionship.

Tammy had a special way of connecting with people. If she liked you, you likely received a nickname—something uniquely hers, often extended even to beloved pets. Those nicknames were small but meaningful gifts that reflected her warmth and individuality.

She will be remembered as the center of her family, a storyteller, a caregiver, and someone whose kindness touched everyone she met. Her presence will be deeply missed but forever cherished.

A memorial service will be held on July 11, 2026. The location will be announced at a later date as details become available.
