Ubaldo "Wally" Del Toro of Alexandria, VA entered into eternal rest on February 25, 2026. Born on February 22 in Cabo Rojo, Puerto Rico, he lived a distinguished life defined by service to his country, intellectual curiosity, and an abiding love for his family.

A man of formidable intellect, Wally graduated from Georgetown University with a Masters in International Relations. He dedicated his professional life to national security, joining the newly established Military Intelligence Civilian Excepted Career Program (MICECP). His career was marked by significant accomplishments including service as the first G2 civilian deputy for USSOUTHCOM. In this role he helped enact vital reforms for the Intelligence Organization and Stationing Study within Europe. Furthermore, he served as a pioneer of intelligence oversight within the Intelligence and Security Command.

Beyond his professional service Wally was a renowned philatelist. From his youth until his passing, he was a dedicated collector focusing on the rich history of Haitian stamps. He served as a key officer and Secretary-Treasurer of the Haiti Philatelic Society where he was recognized as a patron member for his contributions to the field.

In addition to his impressive resume, Wally was best known for his larger-than-life personality and gregarious laugh. He was a humble, loving man who never met a stranger, he greeted everyone he encountered with a warm smile. A loyal friend to many he enjoyed life's pleasures, including gardening, listening to music, reading historical literature, and indulging in his favorite sweets and red wine. He also enjoyed traveling with his family and friends.

Wally considered his greatest achievement to be his family. He loved his four daughters and cherished his eight grandchildren with his whole heart. He is survived by daughters; Diana Del Toro, Leslie VanHoy, Suzy Hicks, and Tracy James as well as their respective spouses and partners, Joe, Doug, Gerry and Nate. He will be missed by his sister Alba Hale, his nephews, Paul and Andrew Hale, and spouses Carrie and Helen. He is now reunited with his beloved wife Barbara.

Wally leaves behind a legacy of kindness and integrity.

Services will be held at McAlister and Smith Funeral Home 1520 Rifle Range Rd, Mt. Pleasant, SC 29464, on Saturday, March 7, 2026, at 1:00 p.m.
