Gerald Welch was a behavioral outreach social worker and a Harrisburg School Board member who ran for the office when he was frustrated with the board. Friends and family said he was devoted to helping others, which he continued to do during COVID-19, visiting his clients and offering them support including rides to the grocery store.

Gerald Arnold Welch, Sr., 56, of Derry St., Harrisburg, transitioned into eternal life on Wednesday, April 15, 2020 at UPMC Pinnacle Community General Osteopathic Hospital. He was born in Washington, DC, son of the late George Washington Welch, Sr. and Celestine Nicholson Welch, a graduate of Fordham University, a Social Worker/Behavioral Specialist, Co-Founder/President of F. O. C. U. S., Adjunct Professior at HACC, on the Harrisburg City School Board and a member of St. Paul Missionary Baptist Church.
