Rayburn was a second year college student at UAA. He was a volunteer at the VA Medical Center. His strong political interests sparked his eventual avid patriotism and unyielding support of military veterans.

Rayburn was a kind, caring and reserved young man who was denied the opportunity to fulfill his life's dreams.

He is survived by his mother Donnie Y. Garrison-Tolbert of Anchorage, AK; his father George J. Tolbert of Anchorage, AK; his brother Calum Q. Tolbert of Anchorage, AK; his maternal grandmother Dietlinde Garrison of Schluechtern, Germany; his paternal grandmother Setsuko Tolbert of Colorado Springs, CO; his maternal grandfather Thomas J. Garrison of Colorado Springs; his maternal aunt Bonnie D. A-Fattah and family of Albuquerque, NM; his maternal aunt Heidi Garrison and family of Schluechtern, Germany; his paternal uncle Gary Tolbert and family of Colorado Springs.

He was preceded in death by his paternal grandfather John R. Tolbert of Colorado Springs, CO.
