Clem was born in Deming, New Mexico and raised in Silver City, New Mexico. He met the love of his life, Mary, while in high school. They were married on May 7, 1966. He attended Western New Mexico University on a track scholarship and even went to California for the Olympic trials for the one mile run in 1967. Clem taught in multiple schools all over the state of New Mexico until he settled down in Tularosa; there he taught for over 30 years. Over the span of 44 years teaching he influenced thousands of young lives.

During his retirement he went back to college and dove into his love of art, creating beautiful paintings and sketches. Some of his paintings have been on display at New Mexico State's Art Gallery. He also continued in his hobbies or shooting, hiking, and running.
