Edward J. Higgins, 74, of Toms River passed away peacefully at home, surrounded by his loving family, on Sunday, October 8th, 2017.

Edward was born in Hoboken, N.J., and was the son of Frances (nee O'Neill) and Edward Higgins. He grew up in Teaneck, N.J., and graduated from Bergen Catholic High School. After serving his country honorably in the U.S. Navy during the Vietnam War, Edward completed his education earning a Bachelor of Arts Degree and a Masters Degree in Psychology from Fairleigh Dickinson University.

Edward began working in the field of methadone treatment in 1973 upon completion of his internship in Clinical Psychology. In 1984, when he was Clinic Director in charge of methadone programs in Asbury Park and Toms River in New Jersey's Division of Narcotics and Drug Abuse, he facilitated the transition of 13 state-sponsored methadone programs into a group of private, non-profit entities. Later that year, he was a founding member of the Northeast Regional Methadone Treatment Association and served as Corporate Secretary until 1997. During that period the association expanded nationally and changed its name. Now known as the American Association for the Treatment of Opioid Dependence, Edward represented New Jersey to the Board of Directors.

Mr. Higgins was CEO/Executive Director of JSAS HealthCare Inc. Neptune N.J., from July 1984 until his passing. It is the only non-profit Opiod Treatment Program in Monmouth and Ocean Counties.

Edward served on numerous councils and boards including: BOD, American Association for the Treatment of Opiod Dependence; past President and Treasurer, NJATOD; Governor's Council on HIV/Aids and Blood-Borne Pathogens; BOD, N.J. Addiction Treatment Providers; member, Professional Advisory Committee, Monmouth County Division of Alcohol and Drug Abuse; instructor, Rutgers University - School of Alcohol and Drug Abuse Studies; instructor, N.J. Administrative Officer of the Courts, Probation Basic Skills Training

He was a long-time devoted fan and season ticket holder of Rutgers University sports teams.

Edward was predeceased by his son Brian (Tanya). He is survived by his loving children Michael Higgins and Tracy Myers (David). He was the brother of Kathy Butler (Tom), Patti Higgins, Mary Fougere, Terrence Higgins (Debbie), and Michael Higgins (Tracey). He was the cherished grandfather of Jake Higgins, Sophie Higgins, Ryan Higgins, Jenna Myers, Abby Myers, Hannah Higgins, David Higgins, Jonathan Higgins, and Emily Higgins.

Family and friends are invited to attend visitation on Friday, October 13th from 4 to 8 p.m. at Silverton Memorial Funeral Home, 2482 Church Road, Toms River, N.J., 08753. A graveside service will be held on Saturday, October 14th at Ocean County Memorial Park, Toms River.
