Neptune - Helen Luttman Riggs, fell asleep in death at home on Wed. Feb.14, 2018. Mrs. Riggs' husband, Calvin M. Riggs, died in 1998. Mrs. Riggs was associated with the Wall Congregation of Jehovah's Witnesses and active in Bible instruction and the door-to-door ministry since her baptism in 1942. Her fondest memories are the 11 International Assemblies of Jehovah's Witnesses she attended with her husband over the years in Africa, the Pacific, South America, England, Germany, and Russia. Mrs. Riggs began employment with the Township of Neptune upon her graduation from Neptune High School in June 1945. She retired 1989, holding the position of Clerk-Administrator and Registrar of Vital Statistics. During her employment, she also served as Secretary to the Planning Board, Secretary to the Board of Health and Secretary to the Board of Adjustment. After her retirement, she worked for the New Jersey State Department of Health as Field Consultant in Vital Statistics, visiting and training Registrars of Vital Statistics in local municipalities. She also worked with the Registrars Association of New Jersey serving as Editor of their newsletter, The RANJer, for 10 years. All her beloved immediate family predeceased her: Grandparents, William and Helena Luttman; Stepfather and mother, Aldridge and Helen M. Hill; and aunt, Johanna Luttman. Mrs. Riggs is survived by several cousins and loving spiritual family in local congregations of Jehovah's Witnesses. She was an avid dog lover and always had a canine companion or two. Piper, the red Golden Retriever who ate her hearing aid, will be lost without her. Visitation will be held 10am until time of reader at noon, Tuesday, Feb. 20, 2018 at Francioni, Taylor & Lopez Funeral Home, 1200 10th Ave, Neptune. Interment will follow at Monmouth Memorial Park, Tinton Falls.
