Born in Loma Linda, California to Ruby and William C. Schultz. Bill grew up in San Bernardino, graduating from the local high school and Jr. College. Bill attained a teaching credential at San Jose State and a Masters Degree at the University of Montana. He was a full time educator in the field of biological sciences, beginning at Sanger High School in 1959 then transferring to Yuba Community College in 1965. Bill taught biological sciences until 1984, after which he was the Division Dean for the Math and Science Division until his retirement in 1999.

Bill was an avid outdoors man, who particularly enjoyed fly fishing and water fowling. Additionally, Bill was a wildlife artist, producing many bronzes, watercolors, pen and inks, block prints, and oil paintings during his years in Yuba City.

Survivors include his wife Jeanne Marie and three sons, Jeffrey W. (Laura), Eric D., William D. and two grandchildren, Jeffrey and Kaitlyn. Additional survivors include a sister Sandra Swank (Larry) and a brother, Dana Lawrence Schultz (Shirley).

Private graveside services will be held for family members at Sutter Cemetery. In lieu of flowers, memorial contributions may be made to the Yuba Community College Foundation MESA Scholarship account at 2088 North Beale Road, Marysville, CA, 95901.
