Mrs. Foster, thank you for being a wonderful mentor to me when I worked as a summer hired in Civilian Personnel back in the day. Between you & Dottie I didn't get a break, but I am so thankful for the opportunity to have worked for such a beautiful sassy, educated, nonsense (maybe just a little) and strong woman. Elnora's Obituary

Elnora Hicks Foster, 89, of Murrieta, California, passed away on Tuesday, January 15, 2019.

Born August 6, 1929 in Fairfield Alabama, she was the daughter of the late Huey Hicks and Roberta Foshee.  She graduated from Fairfield Industrial High School in 1947, and later studied Business at Miles College where she graduated in 1951.

She is preceded in death by her husband of nearly 50 years, Simpson Foster Jr.  She is survived by two daughters, Carolyn McCallum and husband Henry, of Glenarden, Maryland, and Gloria Richmond of Upper Marlboro, Maryland, and one son Richard and wife Jill, of Murrieta, California.  She is also survived by six grandchildren: Marcus and Aaron McCallum, Melissa Richmond, Natasha (Foster) Williams, Elnora (Foster) Fuentes and Liana Foster, two brothers and their wives Melvin and Marilyn F. Hicks, Millard and Barbara J. Hicks as well as seven great grandchildren.

Elnora was a Civil Service employee at Vandenberg AFB with 40 years of service as a Personnel Management Specialist in the Civilian Personal Office.  She was also a military wife.

Simpson and Elnora were longtime residents of Vandenberg Village where they were active in several community organizations including Club Arcturus and the Lompoc Masonic Lodge as well as taking part in establishing the Village Hills Little League.

Memorial services will be conducted at 11:00 AM Thursday, January 24, 2019, in the chapel of the Starbuck-Lind Mortuary.  The family will receive visitors from 10:00 AM until 11:00 AM.  A graveside service will be conducted immediately following at Lompoc Evergreen Cemetery, weather permitting.  There will be a reception to follow.
