Francis Duggan Obituary

Francis “Frank” Patrick Duggan, born November 25, 1940, returned to God on December 8, 2025. He was a devoted husband of the late Jeanette (née Nicholson) for 56 years, son of the late Daniel and Mary (née Powers), brother of the late Daniel, father of Patricia (Charles) and Thomas (Danielle), grandfather of Ryan, Brigid, Francis, and Joseph.


He dutifully served as a civilian in the New York City Police Department from March 1961 to October 1996, when he retired as the Director of Payroll. Frank was known for always lending a helping hand to anyone who came to his office. A man of boundless faith in Jesus Christ, he was a beloved parishioner of St. Athanasius, where his children attended school, and later Our Lady of Angels Parish in his beloved Bay Ridge. A dedicated member of the Knights of Columbus (LaSalle Council #454) for 61 years, he served as Financial Secretary and as the council’s Grand Knight. Frank was a well-known, friendly neighbor in his community, especially at his grandchildren’s schools, where he never failed to have a pocketful of candy. He will be remembered for his endless devotion to his family and many friends; he never met a person he didn’t like, and was always willing to give the shirt off his back. He lived an extraordinary life.


He will be incredibly missed.

Frank was a valued member of LaSalle 454 K of C for over 60 years. He chaired many of our activities. He never hesitated to volunteer for any charitable events we ran. He was a counselor to all those who would be in leadership positions. He took over the office of Financial Secretary when someone of his expertise was needed. LaSalle was a better organization for his membership. He will be missed by all. Loved by all.

No doubt there will be many good memories and kind words written about this wonderful, kind-hearted man; but for me, he will be remembered for his thoughtfulness and his sincerity. He is one of the few people who reached out regularly to stay in touch to see how everyone was doing. I enjoyed spending time with him on the phone, or online, or in person. He was truly an exceptional human being, who lived a humble, but extraordinary life. No matter the occasion, Frank was always there. He truly ‘showed up’ in life for his family and his friends.
