Frank Joe Carter, 80, of Garfield, Arkansas died Friday, January 2, 2026 at his home.
He was born September 25, 1945 in Garnett, Kansas to Wilbert Carter Jr. and Jewell Elizabeth Wright Carter. Frank married Betty Lou Phillips January 16, 1963. He drove for Wal-Mart for twenty plus years then retired to run his cattle farm and spend time with his family. He was a rodeo clown and a bull rider. Frank was a Christian and a dedicated member of Boundless Grace Church in Rogers. He is preceded in death by his parents; siblings, Philip Carter and Penny Miller and a son-in-law, Dale Phillips.
Survivors are his wife, Betty Carter; four daughters, Lisa St. John (Steve) of Rogers, Arkansas, Connie Phillips of Centerton, Arkansas, Candee Ramsey (Josh) of Garfield, Arkansas, Carissa McKenzie (Jason) of Garfield, Arkansas; a son, Joshua Carter (Stacy) of Pea Ridge; nine grandchildren and seven great-grandchildren.
Services are set for 5:00 p.m. Monday, January 5, 2026 at Boundless Grace Church with Pastor Josh Ramsey officiating. A visitation of family and friends will follow till 7:00 p.m.
In lieu of flowers memorials may be made to Circle of Life Hospice, 901 Jones Rd. Springdale, Ar 72764

My heart is broken for his family We loved him , and my grandkids called him, Mr. Frank and they loved him too. He was such a blessing to our family. You could truly feel the love of God through this man. Praying for Betty ,and the family .

Frank was always one to make me laugh. His sayings, his draw, his way of seeing things was always a blessing to me. I’ll miss seeing him at Boundless Grace on Sunday mornings, but I’ll see him again in heaven when I get there! Praying for Betty and the family!
