Howard Oxford Phillips, 71, passed away on August 28, 2019 in Orlando, FL. He was born May 30, 1948 in Thomasville, Georgia to Francis M. Phillips and Edna Phillips (Oxford).
Howard honorably served our country in the United States Air Force during the Vietnam Era. He was of the Methodist faith and a graduate of Florida State University. Howard recently retired from the Madison County Community Bank after 14 years. He enjoyed hunting, scuba diving, exercising, fishing and community service. He was Chairman of the Board for the Madison County Memorial Hospital and The Madison Senior Citizen Board. He served in various organizations including CCHS Booster Club, MCFEE, Seminole Booster Club, United Way, and past president of Rotary. He recently was honored as Madison County's Citizen of the Year for 2018-2019. He enjoyed coaching Pop Warner and Dave Galbraith youth football leagues.
Howard was preceded in death by his parents Francis M. Phillips and Edna Phillips (Oxford) of Madison and his grandparents Howard David Oxford and Hallie Truett Oxford of Madison.
He is survived by his wife of 23 years Roxanne Phillips(Baker); children Jennifer Fielding (Mike), Tim Collins, Katherine Phillips, Amanda Gray (Trevor), grandchildren Allan Johnson (Laura), Taylor Dubuisson (Alex), Brandon Johnson, Austen Gray, Baleigh Gray, Jacob Humphrey, Aiden Gray, Baker Gray, Oxford Chaplin, one great grandchild Asher Johnson.
Memorial Services will be held on Sunday, September 1, 2019 at 2:00 PM at Burns Funeral Home of Madison with Steve McHargue officiating. The family will receive friends from 1:30PM to 2:00PM on Sunday, September 1, 2019. In lieu of flowers donations may be made to The Friends of the Hospital, Inc. 224 NW Crane Avenue Madison, Florida 32340. All arrangements are under the direction of Burns Funeral Home of Madison.

I went on Facebook today and was saddened to hear of Howard's passing. I didn't realize it was in August of 2019. Jennifer and Kathy I am so sorry for your loss. I enjoyed HOP not only as a boss for many many years but as a friend. Enjoyed those profit sharing fun times as well with HOP. I'm glad to have known a fine fun loving and caring person. RIP... HOP

Howard was truly a Southern Gentleman and exceptional banker. Howard will be greatly missed by all who knew him. I have had the privilege of knowing Howard since 2006 as a correspondent banker when I first met him as part of the Madison County Community Bank team. He was always a pleasure to work with and visit. His love of God, family, friends, Madison, FL and the U.S.A. set the standard which all others should follow.

I am so privileged to have worked with such an amazing, and strong person, who had such deep care about his colleagues. Howard taught me the importance of working together tightly as a team, tolerance towards one another, generosity and tolerance towards one anothers weaknesses.
I will always remember him as a leader, a fighter, a nurturer and a very resilient person with strong integrity.

Steve and I just left the Blue Hill Fair with Monty. When I opened Facebook to post I was greatly saddened by the loss of your father. Monty has asked me to tell you and your family: he certainly enjoyed your father, was wonderful to be around and most of all enjoyed the dinners he shared with you all. Heaven surely gained an angel on August 28, 2019. Howard was my first boss...way back in 1983! I watched his girls, and most importantly, he filled the gap for me when both of my parents passed away when I was 19. Howard and I have remained life-long friends for all these years. Because he was such a caring person and played such a pivotal part in my life, I will greatly miss his presence. My love, good thoughts and prayers are with the entire family.
