Manley was raised and educated in Corry. At the age of seventeen, just three months shy of graduation, Manley enlisted into the United States Navy as an Armed Guard on merchant marine ships protecting the convoys carrying supplies. He served in the Atlantic and South Pacific Theaters during WWII.
After his honorable discharge, he returned to Corry where he worked for a short time at Ajax Iron Works before working for Corry Jamestown Corporation. He was an inspector there and was active in the Union. He retired in 1998, after forty five years with the company.

He also was a member of the Civil Defense and an Odd Fellow. Manley volunteered and was on the board of directors of the Corry Food Pantry and a board member of the Corry Jamestown Credit Union.
In his younger years, Manley enjoyed playing on softball leagues. He also enjoyed camping, fishing, hunting and spending time in his garage.
In addition to his parents, Manley was preceded in death on December, 30, 2012 by his wife Betty K. Sherwood Robbins whom he married on January 3, 1942 in Corry, Pa.; a sister, Marcelaine Buetikoffer, a brother, Wesley Robbins in infancy and a granddaughter, Samantha Kyli Slye.

Manley worked hard to care for his wife and kids, and was there to help in any way he could. He commented many times how lucky and blessed he was to have such a loving wife and children that he was very proud of. Our family will miss him greatly and remember him for the strong, dependable man that he was, we were all truly blessed and thankful that he was our dad and grandfather.
