FRANCES SHELTUS HOWRIGAN - ARLINGTON, Mass. - Born Dec. 8, 1919, in Swanton, Vt., daughter of Martin H. and Anna P. Sheltus, she attended Swanton schools and graduated from Burlington Business College (now Champlain College) in 1939. She was employed in a secretarial position until her marriage to Will P. Howrigan Jr., in May 1943, after which she did bookkeeping for his construction business. Later, she served as Swanton's assistant town clerk for several years. Her husband died in 1974, and she moved to Arlington, Mass., in 1977, to be closer to her sister and daughters. She was a skilled cook and seamstress, an avid gardener, a hockey fan (who rooted for the Canadians when in Vt., but transferred her loyalties to the Bruins once in Mass.), and a devoted mother and grandmother. She is survived by her sister, Janet S. Duggan of Arlington and Brookline, Mass.; daughters, Gail A. of Brookline, Mass., and Peggy J., MD, of Newton, Mass.; their husbands, Robert S. Stern, MD, and Charles Collins; and grandchildren, Elizabeth P. and Julia P. Stern, and Charles Will Collins. She passed away June 23, 2013, in Boston, and was laid to rest in Highgate Cemetery, Highgate, Vt., on June 28, 2013.
