Bette Jackson Finch, 83, of Westminster, died peacefully on Sunday, December 7, 2014 at the Carroll Hospice Dove House, surrounded by family and friends. Mrs. Finch was the daughter of the late Clarence Albert and Minnie Phillips Jackson. She was a graduate of Westminster High School and Towson State College, Class of 1952 majoring in the field of Early Childhood Education. She taught kindergarten in the public school system of Sacramento, California, before returning to Baltimore City and eventually to Carroll County after her husband's tour of duty in the Air Force. Concerned about the lack of kindergartens for children in Carroll County, she became partners with Mrs. James T. Marsh, Jr., to found Just Five Folks Kindergarten. The program was licensed in the public schools and for many years was the only state accredited pre-school program serving the area. For thirteen years, Mrs. Finch was a co-director and teacher until kindergartens were publicly funded, after which she closed the school and entered into the field of public health. As a Child Day Care Coordinator for the State Department of Health & Mental Hygiene, she assisted in creating, licensing, supervision and acted as consultant to the programs in Carroll County caring for groups of children aged 2 to 6 years old. She frequently gave training in Early Childhood Education throughout Maryland. She was a member of the National and Maryland Associations for the Education of Young Children, 4 C's (the Maryland Community Coordinated Child Care Training Committee), the League of Women Voters, an original member of the Carroll County Committee for the Daycare of Children Inc., and the Towson State College Alumni Association. She helped establish and serve on the Board of the Carroll County Sexual Abuse Center for Children, served for 10 years on the Board of Directors of the Maryland Committee for Children, served on the Board of Directors of Winchester County Inn and was the Treasurer for Richard W. Dixon for 18 years and his Scholarship Awards Committee Chairperson. She was also a member of the Westminster Riding Club and Westminster Women's Club where she served as Chairman of Volunteers for West End Place, an adult day care center located near her home. Surviving is her husband of 63 years, William O'Brien Finch. She is also survived by five children and their spouses, Deborah and William O'Brien Finch, Jr., of Westminster, Linda and Bradley Jerome Finch, of Hanover, PA, Sherry and Dann Jackson Finch, of Westminster, Terry and Ray Phillips Finch, of Westminster, Jeffrey and Kelly Ann Beringer Finch Johnson of Annapolis, 14 grandchildren and 5 great-grandchildren and sister Luella Jackson Marletta and husband Joe Marletta of Altamonte Springs, FL. She was predeceased by a son, Joel Chadwick Finch. The family will receive friends from 2-8 p.m. on Wednesday, December 10, 2014, at the PRITTS FUNERAL HOME & CHAPEL, 412 Washington Road, Westminster, MD. A funeral service will be held on Thursday, December 11, 2014 at 11:00 am at Crosswind Church, 640 Lucabaugh Mill Rd, Westminster, with Pastor Steve Dawson officiating. Interment will follow at Meadow Branch Cemetery, Westminster. In lieu of flowers, memorial contributions may be made to the Carroll Child Care Centers, Inc., P.O. Box 99, Westminster, MD 21158 or Family and Children Services (for the domestic violence safe house), 22 North Court Street, Westminster, MD 21157 or any other program for children or youth in your community.
