Betty Jean Belt, "BJ",87, of Oak Crest Village in Parkville, formally of Reisterstown, passed away on October 3, 2015 in Parkville. She was born January 26, 1928 in Reisterstown, MD to C. Eugene and Hazel Tovell. She was married to James H. Belt, Sr. for 65 years. BJ was a loving and devoted wife, mother, and grandmother. BJ was also an educator and devoted her life to advocate for the developmentally disabled. Her son, Bobby, is disabled and she spent much of her life focusing on the needs of others. Her first occupation was as an administrative assistant at James Rouse and Company. She then taught elementary school at Richleigh School, Randallstown Elementary and Chatsworth School in Baltimore County. She also taught at Rosewood Center where Bobby was a resident. She joined and was an officer with the Rosewood Auxiliary and helped legislate for the mentally retarded; becaming a member of the Governor's Commission on Mental Retardation and the Governor's Commission on Residential Care for Mentally Retarded, under Marvin Mandel. Among her accomplishments were the development of the BARC garden center and a daycare center for local Reisterstown area developmentally disabled citizens. She also enjoyed stamping, cooking and taking care of her grandchildren. She is survived by daughter Caron Belt McCausland and her husband A. Ross, by son James "Jay" H. Belt, Sr. and his wife Susan J. Belt, and by son Robert T. Belt; sister of the late Sally T. Sweetman; step sister of Martha T. Nesbit and William Tovell; grandmother of Jeffrey W. Hunter, Laura A. Hunter, Albert McCausland, Sarah McCausland, Aileen McCausland, James H. Belt, III, Jennifer Lentz and Emelyng Belt Funeral services will be held Wednesday 1:00pm at the Eline Funeral Home, 11824 Reisterstown Rd (at Franklin Blvd). Interment Dulaney Valley Memorial Garden. Friends may call Tuesday 3:00 to 5:00 and 7:00 to 9:00pm at the funeral home. If desired, contributions may be made to Catholic Charities/Gallagher Center in honor of their son Robert T. Belt, 320 Cathedral Street, Baltimore, MD 21201 or Oak Crest Benevolent Care Fund, 8800 Walther Blvd, Parkville, MD 21234. A memorial service will be scheduled at Oak Crest Retirement Community at a later date.
