Dr. Brian Lee Lockard, 73, of Westminster, passed away on Tuesday, January 17, 2017, at Copper Ridge in Sykesville. Born on September 2, 1943, in Baltimore, he was the son of the late W. Holmes and Leonora Harman Lockard. He was the husband of Lynda M. Tinsley Lockard, his wife of 51 years. Dr. Lockard was a 1961 graduate of Westminster Senior High School. He earned a BS in Education at Frostburg State College, a Master's Degree from Western Maryland College in School Administration, and a Ph.D. from the American University. During his 33-year career with Carroll County Public Schools, Dr. Lockard held a variety of instructional and leadership positions. He began his career as a teacher in 1965 in Carroll County and retired in 1998 as Superintendent of Schools. He then began a second career as Department Chair and Associate Professor of Education and Coordinator of the Graduate Program in Administration at Western Maryland College, now known as McDaniel College, for approximately 10 years. He served on the Carroll County Board of Directors for the following organizations: 4H Therapeutic Riding Program, Rape Crisis Center, Community Media Center, YMCA, Carroll Hospice, and the Union Mills Homestead. He was an active member of the Westminster United Methodist Church where he was a long-time member of the choir. He also sang with the Carroll County Choral Society and several barbershop quartets. He enjoyed gardening, wood working, and amateur radio. He especially enjoyed spending time with family at their home in Deep Creek Lake. Surviving in addition to his wife are children and spouses Laura Lockard Francisco and husband Jody of Frederick and Dr. Steven Andrew Lockard and wife Patricia of Frederick; brother K. Wayne Lockard and wife Bonnie of Westminster; sister-in-law Connie Lockard of Finksburg; grandchildren Steven Francisco, Braden Lockard, James Lockard, and Emily Lockard; and many nieces, nephews, and friends. He was predeceased by brother Lynn Lockard. Brian was a kind and gentle son, husband, brother, father, and grandfather with a caring and loving manner, a genuine approach to life and always a big smile. The family will receive friends on Saturday, January 21 from 3 to 7 pm. at Pritts Funeral Home and Chapel, 412 Washington Rd., Westminster. A memorial service will be held on Sunday, January 22 at 2:00 pm. at Westminster United Methodist Church, 165 E. Main St., Westminster, MD, with Rev. Malcolm Stranathan officiating.
