Charles Francis Black, 81, of Westminster. Born May 11, 1934 in Pleasant Valley passed away Friday, August 14, 2015 at the Carroll Hospital Center. He was the son of the late Vernon C. and Ethel Myers Black. He was the husband of Louise Lawrence Black, his wife of 58 years, whom he married on Aug. 3, 1957. Mr. Black was a member of St. Mary's United Church of Christ, in Silver Run. Previously, he was a member of St. Matthew's Lutheran Church, Pleasant Valley. Mr. Black served more than 40 years in military service attaining the rank of Chief Warrant Officer. He served in the U.S. Army from Jan. 25, 1954 to Dec. 11, 1956, serving time in Korea and Japan. He then served in the U.S. Army Reserve from Dec. 12, 1956 to Mar. 21, 1961, part of this time with the Westminster Unit. Next he served with the Maryland Army National Guard, from Mar. 22, 1961 to May 31, 1994. During his time with the Maryland Army National Guard, he worked out of the former National Guard Armory on Longwell Ave, Westminster, the Pikesville Military Reservation, Pikesville, and the Fifth Regiment Armory, Baltimore. During his military career, he was awarded the U.S. Army Legion of Merit Medal, Army Meritorious Service Medal with Oak Leaf Cluster, Army Commendation Medal with Oak Leaf Cluster, Good Conduct Medal, Army Achievement Medal with Oak Leaf Cluster, National Defense Medal with two Bronze Stars, Army Reserve Component Achievement Medal with five Oak Leaf Clusters, State of Maryland Distinguished Service Cross, State of Mary land Meritorious Service Medal with three Oak Leaf Clusters, and State of Maryland Service Medal with a Gold Botany. He also received a Certificate of Appreciation from President Clinton and the State of Maryland Governor's Excellence Award. He worked as a Civil Service Technician from March 22, 1961 to June 3, 1989. After leaving civil service, he was on active duty with the Maryland Army National Guard. He also assisted the Maryland Military Academy for 26 years as a member of the Tactics Committee, instructor and administrative office. After retiring from the Guard, he worked for the Military Department, State of Maryland in Finance. Charlie was especially blessed with his grand dogs, Faith and Hope. He enjoyed the Baltimore Orioles and Ravens games and loved golfing. In addition to his wife, he is survived by one daughter, Janie Black, and son-in-law, John Zinn of Westminster, MD. He was predeceased by his sister, Carolyn Black Smith of Pleasant Valley. The family will receive friends at PRITTS FUNERAL HOME & CHAPEL, 412 Washington Rd., Westminster from 6:00 - 8:00 p.m. on Monday, August 17th.
