Edmund Norman "Ed" Baxter, 77, of Westminster, died Friday, May 3, 2013, at Johns Hopkins Bayview Medical Center.

Born Jan. 18, 1936, in Baltimore, he was the son of the late Norman Earl Baxter and Margaret Hines Smith Baxter. He was the husband of Judy E. Baxter.

He graduated from City College and Western Maryland College, now McDaniel College. He was a land developer, landlord and business owner. He was a breeder and thoroughbred horse owner, past president of the Westminster Jaycees, member of Lions Club, Taneytown American Legion, Littlestown Eagles, Westminster Elks, Maryland Jockey Club and Business Network International. He served in the Coast Guard and was an organ donor. He was a member and usher at New Hope Fellowship Church.

Surviving, in addition to his wife, are children Cheryl L. B. and husband Curtis Reed, of Baltimore, Dave and wife Vicki Baxter, of Dayton, Edmund N. Jr. and wife Lily Baxter, of Gaithersburg; grandchildren Ryan, David, Christine, Matthew, Robbie, Wesley and Sarah; great-grandson Paxton; aunt Audrey Woods, of Hanover, Pa.,; five stepchildren; and 10 step-grandchildren.

The family will receive friends from 2 to 4 and 7 to 9 p.m. Wednesday  and 1 to 3 p.m. Thursday at the Fletcher Funeral & Cremation Services, 254 E. Main St., Westminster.

A funeral service will be held at 3 p.m. Thursday at the funeral home with the Rev. Bill Rumbaugh officiating. A private interment will be held at Loudon Park Cemetery.
