R. Thomas "Tommy" Franklin, 54, of New Windsor, died Saturday, November 7, 2015 at Carroll Hospice Dove House. Born December 28, 1960 in Frederick, he was the son of the late Ralph B. and Edith M. Williams Franklin. He was the husband of Ann Franklin, his wife of 28 years. Tommy was a 1978 graduate of Francis Scott Key High School where he was a member of F.F.A. and received the Vocational-Agriculture award at graduation. He grew up on his family dairy farm and worked on the farm until he began his employment with the Carroll County Parks and Recreation department. He was a member of St. Luke's (Winters) Lutheran Church, near New Windsor and enjoyed watching sports, taking care of his lawn and spending time with his family and his beloved dog, Madie. In addition to his wife he is survived by son, Justin T. Franklin and wife Shannon of Westminster and 2 grandchildren, Grady and Josie Dell. A funeral service will be held at 1:00 p.m. Wednesday, November 11, at St. Luke's Lutheran Church, 701 Green Valley Rd., New Windsor, with Rev. Anne Durboraw, church pastor, officiating. Interment will be in Linganore Cemetery, Unionville. The family will receive friends at Hartzler Funeral Home, 310 Church St., New Windsor 2-4 and 6-8 p.m. Tuesday, November 10. Memorial contributions may be made to the of Maryland, Heaver Plaza, 1301 York Rd., Ste. 404, Lutherville, MD 21093 or to Carroll Hospice Dove House, 292 Stoner Ave., Westminster, MD 21157.
