Richard A. "Dick" Simmons

Richard Allen "Dick" Simmons, 84, of Westminster, died Tuesday, Aug. 13, 2013, at the University of Maryland Medical Center.

Born July 10, 1929, in Chicago, he was the son of the late Josephine Michaels Simmons and Robert Simmons. He was the former husband of the late Anne Ningurd Simmons and the late Naomi Teeter Simmons.

He had served in the Merchant Marines and Navy. He worked as a police officer with the Baltimore City Police Department, retiring as a Headquarters' Robbery Squad Detective. He then worked with Maryland Attorney General's Office as an investigator, retiring from that agency.

He was one of the founders of the Fraternal Order of Police, Baltimore City Lodge No. 3, becoming their first president; and the Maryland State Lodge, becoming their first Maryland National Trustee to the Fraternal Order of Police Grand Lodge. He was a member of Church of the Ascension.

Surviving are daughter and son-in-law Janet and Joe Embleton, of Franklin, W.Va.; grandchildren Christopher Simmons and fiancee Victoria Banderas, and Sean Simmons; a companion, Eve McGrory, of Hagerstown; cousins Eddie and Charlene Ryan, of Chicago; and friends Debbie Crouse, and Earl Kratsch, of Sykesville.

He was predeceased by a son, Michael Simmons.

Friends may call from 6 p.m. until the time of memorial service, 8 p.m. Sunday at Fletcher Funeral & Cremation Services, 254 E. Main St., Westminster. Inurnment will be held at 11 a.m. Monday at Lake View Memorial Park.
