CICELY STAFFORD Cicely Ann Stafford (Whitney) passed away peacefully on November 23, 2018 after a short battle with cancer. Cicely was born July 3, 1943 in Chico to Wallace "Bucket" Whitney and Katharine "Kate" Whitney. She attended Chico schools and graduated from Chico Senior High School. She attended Chico State College and graduated with a Bachelor of Arts in Liberal Studies. Shortly thereafter she moved to Willows to teach 3rd grade. Not long after she moved to Willows she met Richard Stafford and they were married on December 22, 1968. They would have celebrated their 50th anniversary this year. Richard and Cicely settled in Willows and raised their 3 children: Becky, Jon and Aaron. They also cared for many foster children through the years. Cicely was actively involved in Willows and Glenn County 4-H and Willows United Methodist Church. She was a 4-H leader and taught Sunday school and Vacation Bible School for many years. Cicely was passionate about helping her daughter run her daycare over the last 20 years. She always had a cute story to share about what the children were doing. Cicely enjoy-ed gardening and was happy to give you some gardening advice or share some plantings. She was an avid stamp collector and enjoyed teaching kids about stamp collecting. She also loved to craft and was often making crafts to sell to help local charities. She is survived by her husband, Richard, her children, Becky, Jon (Dawn), Aaron (Ariana), her grandchildren, Nikkole, Eli, Kortney, and Kendall, her brothers, Dale Whitney (Norene) and David Whitney (Miriam) and her nieces and nephews. She will be greatly missed by her family and friends. A Celebration of Life will be held December 9, 2018 at 2:00 at Willows United Methodist Church.
