When I met Phil, he was involved with the founding of MHEC...I stayed involved because of him. Phil's vision, passion and art of persuasion convinced individuals to rise to their potentials. He helped so many of us to grow. Many a moment was spent in sharing our personal sides as well...the pride and love for his family was reflected often in our conversations. May Phil's family be comforted in the warm and sincere regards each of us holds for you as his very special family. Most sincerely, Lana Oleen

Betty and I were deeply saddened to learn of Phil’s passing.
He was more than a dear friend and colleague. He was also a mentor, a big brother, a guardian angel, a role model, a critic, a listening ear and a soul mate in advancing so many worthy causes.
Phil leaves a wonderful legacy to inspire each of us. His unselfish contributions to the advancement of Mental Health, Education, and Interstate Cooperation through WICHE and MHEC will benefit generations to come, and will endear him always to all who have had the privilege of knowing him, working with him and learning from him.
We shall carry Phil, Cecile and his family with us in our thoughts and prayers always, and we will be comforted knowing that the good Lord has received a new Senior Advisor to lend a hand, and that our world will be made better because of that.

To the Sirotkin Family,
My sincere sympathy at the passing of your dear husband and wonderful father. Laurie told me many times that he was such an exceptional person. Hold tight to your memories and to each other.

I enjoyed my many years of association with Phil during my time on the MHEC Board. We worked well together, enjoyed many good times, and had many laughs. He was such a dedicated, thoughtful person, who always conducted himself with the greatest class and dignity. What a leader for higher education! And, what a wonderful human being. My sympathy to all of his loved ones.....he will be missed by everyone who knew him!
