Upon his return, he attended and graduated from the University of Maryland. He was a member of the student government and the Sigma Chi fraternity. It was there, he tackled a beautiful woman, who would become the love of his life, and wife of 63 years, Lillian Howle. He was a member of the Newark Country Club for over 40 years. Frank was a contract bridge player and enjoyed other card games as well as golf. A life-long tennis player, he was a member of the Elkton Racquet Club for over 30 years. Frank and Lillian enjoyed traveling both in the U.S. and abroad. Frank was a former member of St. Thomas Episcopal Church in Newark and member of the vestry. He also served as a member and chairman of the Ethics Committee for the City of Newark.
