Jacqueline Scott Cobb Severns was born June 2, 1923 in Decatur, Illinois. She died unexpectedly on May 9, 2017 at Carle Foundation Hospital in Urbana, Illinois with family at her side.

She attended school in Decatur and graduated from Urbana High School. At the University of Illinois she was a member of Chi Omega sorority and Torch Junior Honorary Society. Jacquie married John E. Cobb in 1943. They had two sons John and James. John E. Cobb died in 1980 and in 1985, she married William H. Severns, Jr. in Decatur, Illinois.

Jacquie was a member of Chi Omega Alumnae Chapter in Wilmington, Delaware, a member of Cooch's Bridge Chapter DAR, an associate member of Job Winslow Chapter DAR in Traverse City, Michigan, Lower Brandywine Presbyterian Church, and Dupont Country Club. She was initiated into PEO in 1950. She had a keen interest in providing scholarships to students pursuing university degrees or education to advance their careers. She established the Jacqueline Scott Severns Scholarship at Richland Community College in Decatur, Illinois and with her husband established the William and Jacqueline Severns Scholarship in continuing education at the University of Delaware.

She leaves behind her husband William H. Severns, Jr.; son James (Linda) Cobb and their daughter, Sarah Rucker (Chess), and great granddaughters Mollie and Lily, of Lexington, Kentucky; son John (Susan) Cobb of Decatur, Illinois and children, Courtney (Thomas) McCarthy of Raleigh, North Carolina and Andrew (Elisabeth) Cobb and daughters, Ella, Ava, and Lola Jacqueline of Libertyville, Illinois. She leaves a stepdaughter, Kathryn (Christopher) Avery of Lakewood, Colorado; stepdaughter-in-law Amy Linsdsey and stepgrandchildren Emma, Geoffrey, and Griffin Lindsey-Severns of Shepherdsville, West Virginia; and stepgranddaughter, Suzanne (Sasha Hayes-Rusnov) Czerniak of Worcester, Massachusetts. Stepson Matthew Severns, Stepdaughter Barbara Severns Czerniak, and stepgrandson John Czerniak preceded her in death.

A private, family graveside service and internment will be held at Friends' Creek Cemetery in Argenta, Illinois. The family is being assisted by Brintlinger and Earl Funeral Home, Decatur. Memorials may be given to Richland Community College or a . She was the greatest wife, mother, grandmother, great-grandmother, and friend one could have.
