AGE: 65 • Dover

Joyce Weatherby Bailey of Dover passed away Thursday, March 24, 2016 at Kent General Hospital. She was 65. Mrs. Bailey was born July 28, 1950 in Philadelphia, PA to the late Theodore and Anna Marie Sellers Weatherby. Before retiring, she was an insurance operations manager with AAA Mid Atlantic and former Board of Directors Chair of Delaware Insurance Agents and Brokers. Mrs. Bailey served in the US Army Reserve. She was a member, and Past Exalted Ruler of the Dover Elks BPOE #1903, the first woman to hold the position, as well as Past District Deputy of the Northeast district. Also, she was a member of the American Legion Walter L. Fox Post #2. Mrs. Bailey and her fiancé Greg Wilkes took great pride in providing a foster home for papillon rescued dogs. In addition to her parents, she was preceded in death by her husband Bill Bailey in 1997, and sister Betty Carignan in 2004.

She is survived by daughter Gerri Marshall and husband KC of Middletown, DE and son Jon Sherman and wife Kristen of Newark, DE; brother Ted Weatherby and wife Beverly of Bradenton, FL; sister Vicki Parry and husband Richard of Gaithersburg, MD; brother Gerard Weatherby and wife Julie of Windsor Locks, CT; brother in law Joe Carignan of Hixson, TN; and grandchildren Danielle and Sean Marshall, and Luke and Marc Sherman; her fiancé Greg Wilkes, and nine nieces and nephews.

Mass of Christian Burial will be held at 10am Wednesday, March 30, 2016 at Holy Cross Catholic Church, 631 S. State St., Dover, DE. Friends may call at Torbert Funeral Chapel South, 1145 E. Lebanon Rd., Dover, DE Tuesday evening from 6-8pm. In lieu of flowers, donations may be sent to the Elks National Foundation at www.elks.org/enf.
