Manuel was born in Aguadilla, Puerto Rico in 1945. The first of five children, he was a loving big brother to all of his siblings. In 1955 his family immigrated to New York City, where he grew up in West Harlem and the South Bronx. He earned a bachelor's degree from Hunter College CUNY in 1968. Manuel learned Portuguese and served as a Peace Corps volunteer for three years in Brazil, where he also did doctoral research. Together they cultivated what would become a lifelong relationship. Manuel and Pamela married in 1986 and had their son Daniel Vega-Myhre in 1993. They relocated to Boise, Idaho in 1997 to raise Daniel close to family.
Manuel worked in finance for the FDIC in Houston, as well as IDX Pathology and Glenns Ferry Health Center in Idaho. He was a passionate scholar with a lifelong interest in political science, geopolitics, Puerto Rican history, anthropology, Christian theology, and physics.
