February 28, 1926 - June 16, 2017 Beauford H. Phelps, retired Superior Court Judge, died June 16, 2017 at the age of 91 at his home in Dana Point, California. He was born and raised in Los Angeles, California. At the age of 12, Bert sold newspapers (Sunday Los Angeles Examiner and the Los Angeles Times) on the corner of Hyde Park and Crenshaw Boulevard. In high school he worked as grocery packer for Ralph's grocery store. After graduating high school he joined the US Army Air Force and served from 1944 to 1946 as a radio operator. In 1947, he received his amateur radio license W6ZZR. Bert enjoyed talking with people from all over the world. Following his father's footsteps, Bert joined the Los Angeles Police Department from 1948 to 1968 walking the beat on Main Street between 4th and 5th Streets and East 5th and in a patrol car. While on the police force he received a degree from USC in Public Administration. Bert was assigned as investigator in Central Vice Squad and then to the Gangster Squad (1951 through 1959) as an investigator with electronics training and more than 70 covert operations. Bert started law school in 1956 while still serving on the police force. He received his law degree from Southwestern Law School and was admitted to the California Bar in 1962. He practiced law from 1968 to 1986. Judge Phelps was appointed to the Los Angeles Municipal Court by Governor George Deukmejian in 1986. In 1989, Bert was appointed to the Los Angeles Superior Court and retired in 1996. Bert was assigned traveling Superior Court Judge Statewide in 1996 and retired in 2009 after serving a total of 23 years on the bench. Judge Phelps' motto has always been "Perseverance." In spite of difficulties, obstacles or discouragement - don't give up. Bert is survived by his children - his son Craig Phelps (Denise), daughter Janet King (James), daughter Carol Bagley (Lance), son Steven Phelps (Chun), and son Brian Phelps (Tracy); and five grandchildren - CJ Phelps, Renee King, Alexander Phelps, Ethan and Emily Phelps A private celebration of Judge Phelps' life will be held on Saturday, July 22nd. Please contact Bert's son, Craig Phelps at (626) 437-7900. In lieu of flowers, a donation to Los Angeles Police Memorial Foundation, 1880 N. Academy Drive, Los Angeles, CA 90012 in Beauford H. Phelps' name would be appreciated. The Los Angeles Police Memorial Foundation was established to provide assistance to families of police officers who were killed in the line of duty.
