Dr. Parsons was born to the late Rolland and Ellen Parsons on April 24, 1949, and went to St. Ignatius College Preparatory in San Francisco and
graduated in 1969 before moving along to the University of California, Davis where he graduated with his bachelor's degree (B.S.) and the first master of arts in musical teaching degree (M.A.T.) from the school. He also served as Music Director & Conductor for U.C. Davis Student Musical Theatre & for the Davis Community Orchestra. He earned another master's degree (M.DIV) and doctoral degree in ministry (D.Min.) from Concordia Theological Seminary, and Christ College, Irvine (now known as Concordia University). Dr. Parsons served as a full-time and vacancy Pastor for southern California churches in the Lutheran Church's Missouri Synod including Faith Lutheran in Whittier. He earned his teaching credential in special education from Azusa Pacific University and served children with learning disabilities in the Norwalk-La Mirada School District and at East Whittier City School District's Ocean View Elementary School.
