Col. Frank Phelan, A true American hero, patriat and dear friend to so many. It has been my family's blessing to have been in the presence of Col. and Mrs Phelan. Mrs Phelan single handedly took my son under her wing and mentored him through a difficult time in his academic life. Col. Phelan worked as an inspiration and served as a "If you can dream it, you can do it" mentor to my son . I hope the Phelan family knows the extent to which their parents have served so many...

Frank was a good friend of mine and the sport of swimming. He was always ready to help with the meets I hosted even when his daughters were no longer swimming. Be sure to referee some meets up there Frank, there are lots of swimmers and coaches who will still be needing your services just as we did.

I am so very sorry to hear of the passing of Frank. You will all be in my thoughts and prayers.

Frank was a true American patriot. He served his country 28 years. He was a pillar of the community he served with its best interest at heart. I knew him from Home Owners Association and St. Paul's Church. My condolences to Gayle and the children. Eternal rest grant onto him O Lord and may the eternal light shine upon always. Dave Baragar

Well, he was a true Tampan. He raised a large family and did a great job with the daughters. Very lucky guy.
