Harold Judell Obituary

JUDELL Harold Benjamin Judell passed away on Saturday, February 12, 2011, at his daughter's home in Atlanta, at age 95. Born in Milwaukee, WI to Philip Judell, and Lena Krause. Husband of the late Celeste Seymour Judell. Preceded in death by his brother, Stanley Judell. Survived by his daughter Denise Provosty (Van), grandchildren Jordan Scott Provosty of Atlanta, Joshua VanHoozer Provosty (Mary Elizabeth Kearney) of New Orleans, Justin Foxhall Provosty of New Orleans, and Zachary VanRonzelen Provosty (Kathleen Louise Shrader) of Atlanta, and great grandchildren. Also survived by his brother Robert Judell. Mr. Judell graduated from the University of Wisconsin Law School in 1938 where he received his J.D. and Tulane University where he received his Civil law degree in 1950. He was employed by the FBI from 1939 to 1944 and served as a special agent and an administrative assistant to its former director, John Edgar Hoover. He was one of the earliest agents assigned to the FBI's Special Intelligence Service (SIS) established to handle the counterespionage activities of the Bureau in Latin America. While in the SIS he served as Legal Attaché to the U. S. Embassy in Peru. Afterwards, he joined the Navy during World War II and wound up in the European theatre as skipper of a landing craft tank. After the War, he became involved in the Institute of Inter-American Affairs in Guatemala, Nicaragua, Honduras, Costa Rica, Panama and San Salvador. Mr. Judell joined the firm now known as Foley & Judell, L.L.P., in 1950, and dedicated his life as a municipal bond lawyer. He was president of the National Association of Bond Lawyers, a 3,000-member organization of lawyers practicing bond law, from 1984-1985. As bond counsel, Mr. Judell created legislation for and handled the bonds to finance most of the major projects in New Orleans and the State, including the Superdome, the Lake Pontchartrain Causeway, the Louisiana Offshore Oil Port, the twin spanning of the Mississippi River Bridge, the New Orleans Convention Center, the Tulane Medical Center, the expansion of Ochsner Foundation Hospital, and other large hospital, industrial development and pollution control projects. He was a member of the State Central Committee in the early 1950s and Parish Executive Committee (Orleans) of the Republican Party of Louisiana. He also served as general counsel to the Republican Party for the Republican State Central Committee and as acting Republican National Committeeman for the State of Louisiana for a brief period of time. Mr. Judell was an avid tennis player and was a State indoor doubles champion in his age bracket. He traveled all over the world playing competitive team tennis against clubs in numerous countries. He served as Honorary Consul of Peru for several years and was active in civic and governmental affairs. He was Vice President of the International House, a member of the City's Blue Ribbon Committee on Mardi Gras, a member of several State compensation commissions, was a founding member of the Louisiana Philharmonic Orchestra Summer Pops Club, was a member of the New Orleans Country Club, the New Orleans Lawn Tennis Club and the Rex Organization for many years, and served on fund raising committees of numerous cultural organizations in the City. He was a member of the Tulane University Business School Council, a trustee of St. Patrick's Church, and a trustee of the YMCA. In the business sector he was a director of Sizeler Property Investors, Inc. and a trustee of East Group Properties, both of which were publicly-held real estate investment trusts, and for many years was one of the owners of the Dauphine Orleans Hotel. He was also the managing partner of the Robert Oil Company. In lieu of flowers, family would appreciate all contributions to the Alzheimer's Association, 1040 Calhoun St., NOLA 70118. Family and friends are invited to attend the Funeral Mass at St. Patrick's Church at 724 Camp St. on Friday, February 18, 2011 at 10:00 a.m., visitation beginning at 9:00 a.m. Interment will be Metairie Cemetery. We remember the great times we shared for many years with Harold and Celeste as members of the U.S. Mestre Cup tennis team. Competition and camaraderie with our wonderful Mexican friends brought much joy to all of us. From Cuernavaca to Connecticut, New Orleans to Oaxaca, Acapulco to Vail, the Judells added sparkle to our annual competitions.

Let me see, around about 1990, I overheard a comment about Mr. Harold Judell. Somebody said he won a foot race against Jessie Owens. I knew that Harold would work out most weekdays at lunchtime at the Lee Circle YMCA, so I stopped him outside of the gym one day. I said, "Mr. Judell, I heard that you beat Jessie Owens in a foot race", to which he replied, "ahh, he was having a bad day".

Today we are saying farewell to one of the greatest men I have had the pleasure and privilege of knowing. He would have been 96 on March 9. He indeed had a full life and everyone who crossed his path is better for having known him. He will be dearly missed but I take comfort knowing he is surely happy having returned to the arms of his best girl up in heaven. Until we meet again Mr. Harold, you will live in my heart.

I want to thank you for the amazing person that you have raised and that is my best friend and your only daughter Denise. She became my mentor in my early twenties and continues to do so in my well matured soul. Her dedication and selflessness to her family and friends go beyond what one could consider normal. She is always available and her strength in dealing with life and adversity is something that I can only strive for. You have left a legacy that I know you will always be proud of.

Harold, as you know, you were my favorite Uncle. From the moment I met you at my Aunt Celeste's New York apartment, was it in 1983?, I adored you. You were the sweetest man, so good to Celeste and everyone---family and friends. You were always so much fun to be with; whether at the US Open in NY, at the Country Club or the Commander's Palace in New Orleans you beamed at and joked with everyone. I will miss you so but feel happy that you have joined your dearest 'buddie' Celeste.

I was born in 1952 and despite our age difference, Harold and i have been very close friends for over 50 years. When I met Harold I was a little boy who viewed Harold as the serious person and professional who he so obviously was. What I had no way of knowing was how much time we wouls spend together over the years both personally and professionally.
Harold visted me in New York in the 1970's when I had just started working in the bond department at Morgan Bank. It was the first time that Harold told me exactly what he did as a lawyer. We then spent the better part of the next 35 years talking shop, playing tennis, watching the U.S.Open tennis, eating, drinking, laughing and me asking for Harold's valuable advice.
I eventually met Celeste and her presence only strengthened our ties and increased the amount of time we spent together......and fun was had by all.
My most incredible memory of Harold was on a tennis court (surprise, surprise). In the 1970's we played indoor tennis in New York City one afternoon before we had planned to have dinner. It was 95 degrees outside and at least 110 degrees in the indoor facility. Given that I was in my early 20's and 37 years younger than Harold I was quite concerned about his health when our match started. We never got past the first set. Why? It wasn't because we quit early nor because of the heat. The score was tied at 18-all in the first set and another group had booked the court so we had to vacate. I had been praying that Harold would agree to stop because of the heat and humidity but he never considered that. Nor was there any way he would give in to me and succumb. THIS WAS THE MEASURE OF THIS GREAT MAN, COMPETITOR AND FRIEND.

Although I didn't know Harold that well, through his beloved daughter Denise I was able to spend time with him. He led a truly interesting and productive life, giving generously to causes and his community until he passed. He will be deeply missed by those closest to him and the many lives he touched through hjs charitable giving. My thoughts and prayers go to Denise, Van and all of his family and friends.
