I knew James as JR. He was my mentor, my sensei, a father, figure for over 25yrs. I'm 52, so that's almost half my life. I will we miss him tremendously. This was the hardest Honor Guard ceremony I've "ever" coordinated. I will never have the words to describe my sensei. Rest in peace sensei, I love you. Vinny.....

I met JR through his dad, Bill, who I worked with at the Sheriff’s Office a long time ago. Like his dad, JR had his own special brand of humor. I consider JR a good friend whom I will miss a lot.

I met Jr. Skaggs at the US Marshals Service, he was a true leader and mentor to us new Deputies. I will miss this man, he gave us a great welcoming to Yuma. He was a true warrior, and excellent Lawman, I still have a "US MARSHAL" band he gave me. Until we meet again Jr. thank you for everything.
