Dearest Phyllis, We are saddened to hear of John's passing. John Watkins was one of the most respected leaders for many years in the NCDOT. He declined the Chief Engineer position in Raleigh several times in order to look after his daughter in her final years. This showed the depth of this man´s character in placing family ahead of a prestigious position. He never looked for fortunes or fame but to remain in the background and allow someone else to receive the credit. He was a true servant to the citizens of North Carolina.
