Jose "Papa Joey" Fadrilan, 70, of Vallejo, California, passed away on Saturday, September 9, 2017 at the Kaiser Permanente Hospital surrounded by his family.

Joey is survived by his wife Odette of 49 years, daughters Joan (Rick), Jennifer (Richard), Jocelyn (Dan), son Angelo and girlfriend Nancy, grandchildren Jazzy, Aiko, Dylan, Noah, Sophia, Aiden, sisters Nesty, Naida, Jean (Nestor), brothers Jun, Manny (Arlene), Ramon (Faye), Ed (Sandy), Leo (Bess), Bobby (Tess) and loving nieces, nephews and extended family.

Joey was a devoted husband, father, grandfather, brother and friend to all.

Joey's rich life included working for the Philippine Congress as a payroll disbursement clerk and then ghost writer for Senator Pelaez. His career took him to the Philippine National Grains Authority and was known to be a fierce field investigator uncovering fraudulent practices by the rice industry. After several years, Joey's entrepreneurial spirit led him to take over the family business of providing janitorial supplies for the City of Metro Manila as well as operating a small neighborhood store. Public service called on Joey and he became the youngest councilman for his district by singing "Kung Kailangan Mo Ako (If You Need Me)" on the day before election. Wanting to provide a better life for his family, Joey migrated to the United States in the mid-80's where he found that his passion for plants could be an occupation and he became an interior landscaper first working for a company and eventually venturing out on his own. He was also a self-taught florist which his clients, family and friends enjoyed for 30 years until his passing.

Joey loved to entertain people with his cooking, singing and never ending jokes. If there was eating, music and laughter, he would be in the middle of it. Joey's larger than life personality will be sorely missed by his family and friends.

Joey became my friend in 2000 and we have been fast friends since that time. We would laugh and talk often, he was such a joy to be around and the wonderful Lumpia he shared with us was wonderful - my husband and boys enjoyed him too. My fondest memory is when he came to our 50th Anniversary party and sang an Anniversary Song for us and all of our guests. Everyone commented on his wonderful voice and his demeanor. He will be missed by our whole family - rest in peace Joey - we loved you too.

Dear Papa,
Thishas been something I have been contemplating for the past couple of days because I have no idea how I am feeling when it comes to losing you. Ihave yet to wrap my head around the idea of losing someone who has made meinto the person I amtoday. One day youwerehere, sharing a smile and kindwords of love anencouragement, and the next day no longer with us. Waking up everyday has been business as usual until, I stop and realize how much you were apart of mine. I looked forward to our phone calls, for the weekend to come so I could spend it with yo, for the ending of our phone calls purposed to hear you remind me how much you loved me, because although you always have, it was heartwarming to see you make a constant effort to remind me along with the rest of the family.

I am sad, angry, and a lot of times I do not know how to feel.There is this constant pressure over my head telling me how I need to hold it together, to not fall apart, because my time here is precious, and needs to be taken advantage of; if you were here that is what you would tell me. Man do I wish you were here right now, you have no idea how much I wanted to tell you, how much I wish I could have shared with you. When we were together we did not have to say much, because we just enjoyed the comfort of each others company. There is not a day that goes by that I stop and hope that you can here me talking to you, saying I love you every night before I go to sleep, because if you were here, I know I would have taken advantage and called you more. I would not have waited for you to call first, for the weekend, for something to be wrong, for when time was convenient.

These are only but a few things that have been on my mind lately because lets be honest ever since you passed, I haven't been able to stop and process how much my heart has been hurting for you. I am incredibly thankful to have seen you celebrate your 70th birthday, to see all of your close family and friends come and celebrate the wonderful man that I am humbled to call my grandfather. Youwouldn't believe theamount of people that came to your service, it is one of thesigns that you were so incredibly loved by many, and I hope that you always know that.


When it comes to you, I have never met anyone who was more forgiving. You always wanted peace; for love, and friendship to be the main drive to your day. There were so many things that made you worried, and I am so sorry that some of those things were the last thoughts present on your mindbefore your passing. Someone like you does not deserve to leave this world with that on your shoulders. With that being said, I know you are no longer in painandundergoing worry. After the love and support that was showered to you and usat your viewing I hope you know how much good you did in the world, and that's because you were a personwith so much compassion for others, and that same compassion has been returned to us inthis time of darkness and confusion bythose whose lives you have touched.

If I would have known the conversation we had before your passing was going to be our last I would have poured my heart filled with gratitude to you. But sometimes thatis not how life works, itis not always fair, and does not always go our way, but that is why I will forever remember what you have taught me about making it count, and for that I am forever grateful to you. Thank you for everything, even the things I did notget a chance to tell you. You were a blessing in disguise, and willcontinue to be. I love you.

Kuya Joey had brought us not only joy and laughter, but total acceptance and support as well. He was always present in all of our family's ups and downs, and had given us assurance that we are loved. I've had the pleasure of working with Joey for the last 8 years. The first time we spoke was Valentines Day after taking care of the plants, he brought in bunches of carnations for the office staff. Seeing that I didn't have any flowers, he broke up the bundles to make another so I wasn't left out. I loved our brief chats and listening to him talk about his grandchildren and his beautiful wife with such pride. Joey went out of his way to make sure that my office had a poinsettia this past holiday season. Joey took great pride in his work and always had a smile on his face. He was an angel walking the earth and we will miss him greatly!

My dearest grandpa Papa Joey sent me a list of life lessons less than a week ago and heaven gained a wonderful guardian angel. I will miss you beyond words can even express. Whether it be your incredible(yet inappropriate) jokes, or our random talks we would have while I scratched your head to help you fall asleep, and everything in between, I will miss it all.
