Phillip was born on July 5, 1938 and passed away on Wednesday, August 1, 2018. Phillip was a resident of Rolla, Missouri at the time of passing. He was a member of the Masonic Lodge. Our thoughts and prayers are with Phil's family. In addition to being a neighbor on High Holborn St. in Barre, I worked with Phil for many years at the VT Tax Department and together we helped train volunteer tax preparers and manned the Post Office on tax filing deadline night. He was a great friend and neighbor and I know he is with the Lord and not suffering any longer.

I did not know Phil as well as I might have, as well as I should have. I worked with Phil for too short a time. I found Phil to be quiet and private but he taught much about respect and dignity for others. If Phil had been a football player, he would have been one of Coach Bill's favorites because he never took a day off, if he had been a grunt under General Patton, he would have been one of Patton's favorites for he always knew his job, always did his job and always was moving forward. To Chief Warrant Officer 4 Retired Mowatt and familly. Very sorry to read about your fathers passing. Your father and mom were regulars at American Legion Post 10 bingo when I started running it. He came to work for me there and later at the Canadian Club . He and I would sing some inchanted evening during clean up. I have missed talking to him as I now live in Denver Co. Please except my deepest sympathies.
