I am terribly sorry to hear of this loss of a great man. I worked with Phillip at ETSU when he was my sergeant and grew to respect him in the short time I was with that agency. Although we lost touch with one another I have thought of him and his family often. My prayers are with his family. He will be missed by everyone who knew him.

To the Washinhgton Family, I will truly miss the only person that I had truly called friend. I will always love you like a brother.

My deepest sympathy to your entire family. Phil was always such a generous, friendly young man when I knew him in High School. It has been many years since I've seen him but my memories of him and his wonderful personality will stay with me always. May God be with you all during this heart-breaking time.

I remember Phillip as a young child working with my step-father in Oklahoma at the dealeship. He was a wonderufl man and I have many great childhood memories of Phillip. At Bawcum Motors the owners daughter and I would beg him to let us help wash the cars, ask for the key to get in the new cars and beg for him to take us to get candy. I am so sorry for your loss, I have known Phillip since I was a little girl. Of course I havent talked to him in many years, He was a great man, he was friends with my parents and I will always remember how kind he was when he came to visit
