Hi Dr Horn, how's heaven? it has been 13 years since you left earth. I hope you are doing well in heavens and make lots of new friends. I hope you are watching your son Mark also. Let him know I say hi. Ray keep enjoying in heaven and staying love as you did on earth with us. Never forget you!

Ray was a great educational leader and advocate for individuals with disabilities in Ohio. His work affected many, many students, teachers, parents, administrators, and community members. His guidance will be missed

Dr. Horn taught me many things but the one I’ve most tried to live by is the belief that we have the privilege of occupying positions for what amounts to a very short time and we should make the most of that time always keeping our eye on the mark – what’s best for children. He made the Division of Special Education a family – we worked hard, had a common purpose and were always supported in that work. He will be missed.

It is still hard to believe that this great man is no longer with us. He will remain one of the truly GREAT people that I have known. Behind that sometimes gruff exterior was a level of compassion and commitment that is unrivaled. I won’t forget him and his wonderful sense of humor. My world will never be the same. Ohio, and mankind, has lost a true person!

Ray will be sadly missed by many. He was a wonderful man, mentor, and advocate for children with disabilities. Our lives are blessed for having known him. Treasure the memories. Those of us who continue to advocate, always remember to ask "Is it good for the kids?". Ray would want us to continue his legacy. Ohio Coalition for the Education of Children with Disabilities

Ohio has lost it's leading citizen in the field of special education, Dr. Raymond A. Horn. Ray, as we all called him, spent his entire adult life working tirelessly on behalf of children and adults with disabilities. Because of his vision and foresight, many new programs to benefit children came into being. He nurtured and taught hundreds of individuals who came into the field of special education and helped them to be and do more than they believed possible. He took on any issue or...

Many are so much richer for having known him.
Simply put-He made a difference and is missed.

I want to extend my deepest sympathy to Mary Lee, Mary Jo, Mark and Marsha. It is a tremendous loss. I have so many fond memories of my Uncle growing up. He made a tremendous impact on the education system. He touched so many lives. I am sure he is at peace in heaven.
