Judge Higgins was a great, great judge, with a legendary work ethic. As one of the lawyers who had the honor of appearing before Judge Higgins, I found him to be firm, fair, respectful, and brilliantly decisive. Lawyers always knew where they stood with him.

Judge Higgins handled his caseload efficiently and with a bit of a twinkle in his eye. I remember Judge Higgins telling lawyers that they needed to expedite their cases with firm, good-natured comments like: "There...
