WILLIAM JACKSON ELKINS JR., 75, of Ceredo, W.Va., passed away on October 11, 2016. He was born on January 16, 1941, in Cabell County, W.Va., a son of William Elkins Sr. and Mildred Adkins. He was preceded in death by his parents and his siblings, Gale Elkins and Twyla Elkins. He leaves behind his wife, Delcie Marie Elkins; his children, Garland Walk (Gillian), Gregory Keith Elkins, Scott Elkins, Butina Elkins, Donnie Elkins, Debbie Young (Mark), David James (Bev) and Denise Howard (Timbo). Also surviving are his sisters, Alfreda Hilling and Sue Adams (David); a host of grandchildren, great-grandchildren, nieces and nephews; and a special buddy, Timbo Howard. Funeral services for William will be conducted at Ceredo-Kenova Funeral Home at 2 p.m. on October 14, 2016; visitation will be one hour prior to services. Burial will follow at Davis Cemetery. Bill gave unselfishly of his time and love for all in need of special care. I will miss watching him maneuver those countless dinners that Delcie and he prepared. God bless him and his precious family. Carol Cisco
