Arthur was born May 26, 1957 in Arlington, California. He attended Hemet High School and reared his children there as well. He was a member of the International Labor Union for 15 years. Prior to his retirement, Arthur worked as the Youth Program Director for the Pechanga Indian Reservation for approximately 23 years. He was instrumental in developing the youth program and spearheaded the Summer Youth Program. The program featured cultural awareness, teaching the Luiseno language, and developed work ethics and community pride. His outgoing and caring nature made it his joy to be a wonderful family man. He helped organize the Inter-Tribal Sports organization and also served on their Board of Directors for over 10 years. The essence of the organization is to encourage kids to participate in year round competitive sports which included youth from the various Indian Reservations within Riverside and San Diego Counties. After retiring, he continued serving his community while serving as a Board member for the Pechanga Water System. He also served as a board member on the Pechanga Silver Feathers Board and was a committee member for the Silver Feathers Travel Committee. He loved traveling and exploring. He was a true outdoorsman and always appreciated a good round of golf and was an avid cyclist. He was a great carpenter and kept his General Contracting License current. He made an impact on the community he served, especially the youth, and showed compassion to those he loved. He was a loving husband, awesome father, wonderful son, great brother, and just an all around good man. He will be missed but always loved and his spirit forever remembered as he is now in pursuit of another wonderful journey.
