CHARLES RICHARD WHITE 1928 - 2017 Charles White, former Mayor & City Councilman and a fierce advocate of the city of Moreno Valley and the United States of America, passed into eternity on January 4, 2017 at home with his family by his side. Charles was born on May 13, 1928, to parents Lilyan (Wolfenden) White of Warwick, RI, and Charles White of Bonne Bay Newfoundland, Canada. He was predeceased by his parents and brother Reginald. He is survived by his wife Maria (Puyana) and four children: Wayne White, Debra (White) Goodus, Thomas White and Virginia (White) Russell; four grandchildren and seven great granddaughters. At the age of 17, Charles enlisted in the U.S. Army Air Corps which later became the United States Air Force and received the highest non-commissioned officer rank of Chief Master Sergeant. He retired in 1967 from the USAF at March Air Force Base, California. Charles began his second career with Security Pacific National Bank, rising to the position of Branch Manager and retiring after 18 years of service. Charles continued to serve his community in politics, and was elected to serve on the Moreno Valley City Council, representing District 1, in 1996; serving as Mayor his first year. Councilman White served twelve consecutive years, appointed Mayor three times during his tenure, and was honored as Mayor, City Councilman and Citizen of the Year for Moreno Valley. Community service was his life's blood. Striving to contribute to make a difference, Charles volunteered to work with various committees in the city of Moreno Valley; appointed to the Planning Commission for a four year term In 1990; co-founded and served two years as the President of the Moreno Valley Elks Lodge 2697, served as the State Vice President and District Deputy Grand Exalted Ruler for the Benevolent & Protective Order of Elks.
