Victor Edward Decker VIRGINIA BEACH - On Tuesday, Oct. 26, 2010, life was unexpectedly taken from a dear son, a loving father, a community friend, and an honored public servant. Victor Edward Decker served the Norfolk Police Department downtown patrol honorably for four years, revered by local businessmen as "The Fabric of Our Community." Victor was born May 28, 1985 in Newport News. Victor graduated from Bayside High School in 2003. Furthering his interests in criminal justice, Victor graduated from Tidewater Community College in 2006. In 2009, Victor was awarded Medal of Valor for performance of an act of extraordinary bravery at imminent danger to personal safety in the line of duty. In 2009, Victor celebrated marriage to his longtime school sweetheart, Dawn Kitchen. They were married May 15, 2009 in Virginia Beach. The celebration of Victor and Dawn's love for one another continued on Feb. 16, 2010 when their beautiful daughter, Charlotte Nicole Decker was born. On Sunday, Oct. 17, Victor and Dawn dedicated baby Charlotte into Christian life. He is survived by his mother and father, Marcia Schomburg and Steven Decker; brother, Steven Lewis Decker II; stepbrothers, John and Lee Verhime; and sister, Bobbi Channing Seed. In attendance at the memorial will be the parents of the widow, Jennifer and Michael Kitchen. Victor leaves behind his loving wife, Dawn and their beautiful daughter of nine months, Charlotte Nicole. A memorial service will take place today at 2 p.m. at the Rock Church, 580 Kempsville Road in Virginia Beach. Victor was loved by many and will be missed by all. Hollomon-Brown Funeral Home, Bayside Chapel, is handling the arrangements. A memorial fund for the Decker family has been set up for the family. Donations can be made to the Victor Decker Memorial Fund at any local TowneBank branch or mailed to The Victor Decker Memorial Fund, P.O. Box 3236, Norfolk, VA 23514.

Please know that your family is in our thoughts and prayers as you mourn this tragic loss. My husband and I both taught Victor, and we have such fond memories of his smile, sense of humor, and those crazy blond curls! We are so pleased (and not surprised) to see his professional and personal success as a decorated police officer and a loving husband and father. His caring and geniune personality made him a joy to know and to teach. Please accept our deepest sympathy and condolences.

As we sit here trying to make sense of it all. We say to ourselves "How could one of our own Officers take such a fall."

We fight crime all day to protect and serve This type of tragedy we don't deserve. Taken Much Too Soon!

Although you were only known for such a short period of time That great smile and joy of laughter will weigh heavily on our minds.

You may be gone from this world, as we know in sight But memories of you, we will hold in our heart ever so tight.

Taken Much Too Soon! Here today and gone tomorrow Our deepest sympathies go out to your family during their time of sorrow.

Yet taken from us at the tender age of twenty-five We can only say "The Lord had other plans for you"

So go on dear Victor, on to a better place You have fought your battle, and run your last race.

So do us a favor and watch over us throughout the days and nights Because you my friend will be in our thoughts, Good Night!

"Taken Much Too Soon"

Just in meeting Vic a few times through my boyfriend, who is also a Norfolk police officer, he seemed like a great guy - very sweet. The memorial service was absolutely beautiful and my heart goes out to Dawn, baby Charlotte and family. Baby Charlotte - may you grow up knowing your father was a hero. May God bless you all.

Dawn, I was so sad to her about Victor, but so pleased to know that his life was making such a difference. I remember him always wanting to be a police officer; to know he achieved his goal is precious to me. I watched some of your interview online, and I am proud of the heroic woman you have become. You and your daughter will be in my prayers always.

Dawn, I was so shocked when I saw you on TV and realized what was happening to you. I am so sorry for your loss. I wish you and your little one all the best. Take comfort that your husband touched many lives despite his short time and he is remembered so fondly by so many. I am sure you are so proud of him as he was of you. Ms. Cobb was just saying what a likeable young man he was as her student. God bless you and your family.

Dear Mrs. Decker and family; I did not know your husband, but I am deeply saddened by his death. I have a number of family members who serve as police officers, sheriff deputys and fire dept. personnel. I know how brave and dedicated they are to their jobs and the people that they want to help and protect. My prayers are with you at this time and I pray that God will give you the strength you will need during the coming months.

Sincerely,
Sylvia

I pray the peace of God will rest upon the loved ones Victor has left behind. I first met Victor when he was in Elementary School with my daughter, Jessica. He was such a sweet and beautiful little boy who grew into an amazing young man who cared enough to give back to his. community, taking an oath to keep it safe. My heart goes out to the family. In Jesus' love, Reverend Billie L. Clifton.
