Howard was a wonderful man. There were many times during his career at the City Garage that I had the privilege to spend time and joke around with Howard. He was always in a good mood and was joking around with fellow city employees or vendors. He was very personable and easy to get along with. My thoughts and prayers are with his family at this time of loss.
